RAP Factsheet

Introduction
The Recruiter Assistance Program (RAP) is an active-duty leave program run by Air Force Recruiting Service. The Air Force grants up to 12 days of nonchargeable leave, including one weekend, in accordance with AFI 36-3003. RAP is open to Airmen of all ranks interested in participating and having a positive impact on recruiting. RAP is beneficial to the Air Force and to participants, because Airmen can be a major influence in bringing the Air Force story to their hometown or place of previous residence by helping recruiters make contacts and develop leads. RAP duties may include participation in question-and-answer sessions, making presentations, or providing testimonials of their Air Force experiences to high school and college students.

Additional details
Airmen should expect to work a full eight hour day while participating in RAP. The specific hours of duty are determined by the recruiters. Typical activities include visiting high schools with the recruiter, discussing the benefits of an Air Force career and sharing personal Air Force experiences to help encourage potential recruits to join the Air Force. Recruiters provide details on the activities they have planned and consider suggestions.

Airmen can participate in RAP as often as their supervisors approve their leave, their commanders approve their eligibility and recruiters need assistance. RAP is typically done in an area where Airmen have recently lived or have established ties to the community. Airmen may apply to participate in RAP anywhere they believe they can be of assistance to recruiters, subject to the approval of their commanders and their recruiting squadron commanders.

As with ordinary leave, there is no reimbursement for travel to or from a RAP duty location, and Airmen do not receive per diem. Also, as with ordinary leave, there are no travel days. The method of travel is up to the discretion of the participant, and days spent traveling to and from the recruiter's location are chargeable leave, in accordance with Air Force Form 988, Leave Request Authorization.

Airmen can take chargeable leave in conjunction with RAP. The actual number of days Airmen can assist recruiters and whether they take chargeable leave beyond the 12 days, depends on each Airman's preference, the recruiter's need for assistance and the Airman's supervisor's willingness to approve the leave. No additional travel days will be authorized for Airmen who are going on temporary duty or permanent change of station in conjunction with RAP duty.

(The information below pertains to all personnel requesting participation to include Officer/Technical school graduates and permanent party.)


1. Complete form AFRS IMT 1327
All participants must complete and submit a form AFRS IMT 1327, Application for Participation in Recruiter Assistance Program.

2. Obtain supervisor and commander approval
The applicant's command section must verify eligibility to participate in RAP and complete the AFRS IMT 1327. The form must include the signature of the applicant's supervisor/MTL in the training squadron section of the form and the signatures of the applicant's commander in the training group section of the form. Members undergoing any disciplinary actions are not eligible for RAP.

3. E-mail or fax approved application to RAP monitor
Use the Recruiter Locator link on www.AIRFORCE.com to locate the recruiting office in the desired leave area. The e-mail address includes the recruiting office squadron number. For example, the e-mail address rode331@randolph.af.mil reveals the recruiting office is part of the 331st Recruiting Squadron. Visit http://www.rs.af.mil/ for the list of AFRS recruiting squadron contact information. Call the Recruiter Assistance Program monitor to acquire the e-mail address or fax number to submit the completed form AFRS IMT 1327. Applicants must submit their forms directly to the appropriate RAP monitors for processing. Forms submitted directly to recruiters will not be processed. Additionally, technical school participants must submit their applications to RAP monitors four weeks before graduation, and they must notify RAP monitors if graduation date changes will affect their RAP dates.

4. RAP monitors notify applicants of approval status
Forms can fall in three categories: approved; approved, but not for the dates requested, or disapproved. When RAP duty is approved, the applicant must reply to the RAP monitor by the deadline provided. When a request is approved, but not for the dates requested, the applicant can choose not to participate in RAP or choose other dates suggested by the RAP monitor. If alternate dates are approved, the applicant must reply to the RAP Monitor by the deadline provided.

5. Permanent Party Only
Permanent Party Airmen approved and confirmed for RAP duty must complete an Air Force Form 988, Leave Request Authorization. Annotate in Block 8 remarks section to read "AFI 36-3003; para 14.10, non-chargeable leave for dates of participation in the Recruiter Assistance Program; should be printed in the remarks section." Upon completion ensure to include the RAP verification letter with AF FM 988. To participate in RAP, the supervisor and commander of the applicant must approve of the leave.

6. Call for RAP time and location
Airmen approved and confirmed for RAP, must call their assigned recruiter to determine the time and location to meet for duty.

7. While participating in RAP
Airmen must perform RAP duties in a satisfactory manner as determined by their assigned recruiter. This includes displaying a professional military appearance, positive and enthusiastic attitude, and exemplary personal conduct at all times. When an Airman's performance is deemed unsatisfactory, the recruiting squadron commander may terminate the RAP duty, placing the Airman on chargeable leave status. When RAP duty is served in conjunction with a TDY or PCS, the Airman must ensure RAP participation does not interfere with the report no later than date or port call, which take priority over leave. Technical school graduates are responsible for notifying their unit of their arrival date.

8. Obtain a RAP Participation Verification Letter
When RAP duty is completed, the participant must request a RAP Participation Verification Letter from the recruiter prior to departing for their gaining unit. The letter must be signed by the recruiting squadron commander certifying the dates of RAP duty as non-chargeable leave. Airmen must maintain a copy of the letter for their records before submitting it with Part III of their leave forms. Airmen who participated in RAP duty while on TDY or PCS status, must submit the letter with their travel vouchers.
